Since the 18th National Congress of the Communist Party of China (CPC), Dongguan has adhered to the idea of people-centered development, starting with issues that the people are most concerned about. Consequently, the government has made a good overall plan to ensure and improve people's livelihood and launched a series of livelihood services such as the "Livelihood of Dongguan" brand project.
The "Livelihood of Dongguan" project includes two parts: "People's Wish" and "Events in people's lives". It integrates more than 10 originally decentralized and independent collection channels for people's livelihood and connects 17 departments with a total of 42 people's livelihood security policies. Also the government is building a city and town level "Livelihood of Dongguan" benevolent resource pool consisting of 1522 caring enterprises, social organizations and enthusiastic citizens. Citizens can achieve the "People's Wish" by calling the 12345 government service hotline, completing the "Events in people's lives". “民生大莞家”项目包含“民生微心愿”和“民生微实事”两个部分，整合了10多个原本分散独立的民生诉求收集渠道，对接17个部门共42项民生保障政策，建成1522家爱心企业、社会组织和热心市民组成的市、镇两级“民生大莞家”爱心资源库，市民只要拨打12345政府服务热线，就能实现“微心愿”，完成“微实事”。Since the implementation of the project two years ago, more than 2,600 "Events in people's lives" have been completed, and more than 580 villages (communities) in the city have changed their appearance. Charities at the municipal and town levels have invested 107 million yuan in total, solving the "People's Wish" of more than 67,000 people in need.项目实施2年多以来，有2600多宗“民生微实事”落地建成，全市580多个村（社区）小角落实现旧貌换新颜。市、镇两级慈善会共投入了1.07亿元，解决了6.7万余宗困难群众的“民生微心愿”。Mo Zhencai, who lives in Wanjiang Street, has burns on 80% of his body. His medical expenses are high and his family was overburdened. Therefore, he turned to Wanjiang Public Service Office for help. Wanjiang Public Service Office launched a special event handling procedure of "People's Wish" to complete the approval procedures of "People's Wish" at the fastest possible speed.家住万江街道的莫振财全身烧伤面积高达80%，生活费高昂，家庭负担过重，转向向万江公共服务办求助。万江公共服务办启用“民生微心愿”特事特办程序，以最快的速度办理完成民生微心愿的审批手续。Both the local residents who encounter emergencies and the migrant workers who come to Dongguan and had an accident have experienced the convenience brought by the "Livelihood of Dongguan". The "Double Hundred Social Workers" is also an important part of livelihood services of Dongguan City. It is the main force in promoting the "Double Hundred Project" in Dongguan. Since the pilot, six "double hundred social workers" stations was launched in Dongguan, social workers have visited more than 25,000 people who need services, established more than 1,500 family service files, and helped about 900 people implement the policy of benefiting the people. Zhang Weirong from Shaoguan encountered difficulties in Dongguan. Cao Min, a social worker in this project, took over Zhang Weirong's case for help. He not only applied for subsidies to ease his burden, but also for services for his future life.无论是遇到急难事的本地居民，还是来莞打工突遭变故的异地务工人员，都感受到了“民生大莞家”带来的“东莞速度”。而“双百社工”也是东莞兜底民生服务中重要的一环，是东莞推进“双百工程”的主力军。东莞启动6个“双百社工”站试点实践以来，入户走访服务困难群众25000多人次，建立家庭服务档案1500多户，帮助约900人落实惠民政策。来自韶关的张维荣在东莞遇到了困难，东莞“双百社工”曹敏接手了张维荣的求助案例，不仅为他申请补助缓解生活负担，还为他以后的生活打通服务“最后一公里”。After the launch of this series of livelihood services, more and more people got help. The channels for handling people's livelihood appeals are becoming more open, and the processing time is getting faster and faster, which fully embodies of people-centered development.这一系列民生举措推出后，开创了东莞市民生诉求办理从‘无’到‘有’，民生诉求办理主体从‘少’到‘多’，民生诉求办理时效从‘慢’到‘快’的新局面，充分体现以人民为中心的发展理念。
